The Tragic Events of May 3, 2023 

On May 3, 2023, Primary School “Vladislav Ribnikar” became the site of an unprecedented tragedy in Serbia’s history. A 13-year-old student entered the school premises armed with firearms and opened fire, resulting in the deaths of nine students and a security guard, and injuring several others. This horrific event shocked the nation and prompted widespread mourning and reflection. 

The perpetrator, identified as Kosta Kecmanović, was too young to be held criminally responsible under Serbian law. However, his parents faced legal consequences for their roles in the incident. The father, Vladimir Kecmanović, was sentenced to 14 years and six months in prison for “grave acts against public safety” and child neglect, while the mother, Miljana Kecmanović, received a three-year sentence for child neglect.  

In the aftermath, the Serbian government took immediate steps to address the tragedy. A working group was established to create a Memorial Centre in remembrance of the victims. The Ministry of Education provided alternative locations for students who were unwilling to return to the school building, including cultural institutions and theaters, ensuring that education could continue in a supportive environment.  

The tragedy also sparked nationwide discussions on school safety, mental health, and gun control. Public protests and demands for accountability led to a crackdown on illegal gun ownership and a reevaluation of policies related to youth mental health services.
